ISSUES SPECIFIC TO BELLANDUR WARD (150)

2 Lakes / Water / Sewerage

  1. Bellandur Lake: Implement the Expert Committee report for the Bellandur lake and all 46 upstream lakes that feed the Bellandur lake.
  2. Strict action against buffer zone violations, encroachment and sewage let into chain of lakes (From Harlur - Kasavanahalli- Kaikondrahalli-Soul kere and Ambalipura-Iblur). Recently rejuvenated lakes like Kaikondrahalli lake are deteriorating.
  3. Rajakaluves - Enforcement and fencing along buffer zone on all primary drains/ Rajakaluves connecting the above lakes. Clearing rajakaluve encroachments on a priority basis.
  4. Water supply pipelines for all apartments by 2018 since many have paid BWSSB charges. Government should ensure supply through Cauvery Water or other schemes  eliminating unregulated private water tanker supply.
  5. UGD connection for all non-apartment households / small apartments without STP.
  6. Sewage Treatment Infrastructure of sufficient need - through STPs at lake inlets, decentralised STPs and alternate technology STPs.

3 Solid Waste Management

  1. Additional Vehicles for Organic Waste and Sanitary Waste collection as per latest number of non-bulk households. Auto-tippers are required.
  2. Additional vehicles for Dry Waste as per latest number of non-bulk households.
  3. Completion of Dry Waste Collection Center (DWCC) at Doddakannelli - compound wall, electricity, water
  4. New DWCC required since our ward requires two.
  5. Designated Transfer Stations (lorry points) at 2 places (part A and B)
  6. Organic Waste Processing center - 50 TPD Biogas plant was approved in cabinet. Require land.
  7. Designated location for C&D waste collection for Ward
  8. Designated location for Aggregation center for Ward
  9. Leaf composters in every lane.
  10. Enforcement/Implementation:
    1. Awareness Waste Segregation at Source and KA Plastic Ban through IEC material and link workers for residents.

4 Roads and transport

  1. Identify and develop public spaces in the constituency – for children’s play areas/parks, public amenities like Bangalore One/Indira canteens.

  1. Scientific design / widening of road
    1. Sarjapur Road widening: Resolve congestion at Kasavanahalli, Kannalli, Harlur Road junctions - widen and white top junctions so vehicles can clear fast. Cycling lanes and wide footpaths before other roadworks start.
    2. Widening of the Wind Tunnel Road and a Police Checkpost as the nearest Police checkpost is 6 Kms away.
  1. Metro: Need this as long term solution. Focus on KRPuram-Silk Board Metro completion.
  1. Suburban Rail: Fund additional Suburban Rail routes & trains through Carmelram (ensure the central fund of 50% allocation does not go waste).
  1. Bus: Better connectivity through BMTC buses (minibuses) to interior roads. Improve routes and frequencies. Every resident should have a bus stop within 300m from her house. Detailed demands being shared with BMTC.
  1. Parking issues: Enforce parking rules to avoid unauthorized and haphazard  parking by cars and cabs. All commercial establishment should provide self parking on all Major District Roads and State Highways.
  1. Pedestrian safety in terms of skywalks, footpaths, street lights etc.  There are 6 skywalks planned in the entire ward. However only one is implemented.

    2. Bellandur Central Mall Ward 150 (Sanjay Skywalk near Salarpuria Softzone might be a replacement. However it is not implemented yet.
    3. Outer Ring Road near Iblur junction - URGENT

    5. Ambalipura Gate in front of Springfield Apartment
    6. New Horizon College of Engineering, Kadubeesanahalli
  2. Functional covered storm water drainages along every major road and connected to the Rajakaluves.

5 Maintenance activities: Proactive work & quick response required

  1. A SWAT team consisting of Health Inspector, Traffic Police Inspector, AEE to attend to emergencies.
  2. Regular tasks should be done with diligence and quality without escalation.
    • Maintenance of roads, cleaning of drains
    • Remove pigs and garbage black spots from streets
    • ABC programme for stray dogs
    • Efficient maintenance of Transformers by BESCOM

6 Education, Sports & Civic Amenities

  1. Need 4 large public playgrounds across the ward. WHO recommends 9 sq metre per person open space. It is currently 1 sq m - Govt should increase to 2 sq m within 1 year of election).
  2. Need 1 public library
  3. Need a Bangalore ONE center in the ward.

7 Health

  • Prevent communicable diseases (mosquitoes) by ensuring no open sewage-laden gutters and stagnant water.
  • Three govt ambulances on call available at key locations in the ward to attend to emergencies. (e.g. Carmelram, Sakra, Ibblur)
